This Briefing Note presents the evidence to answer concerns that providing a usage-based energy concession (or any affordability measure) will increase demand and have negative impacts on the network and/or the environment. Studies show energy to be "price inelastic", that is, demand does not change much based on price - and even if it did, there would still be good reasons to pursue a usage-based system rather than the current flat rate concession.
