Energy, Water &Telco Conf: Waged Poor Households


The SACOSS Energy, Water and Telecommunications Conference will be held on the 24th November 2020 at the iconic Adelaide Oval, and draws on foundational research conducted by SACOSS on ‘Waged Poor Households’ –  households who are mainly receiving income from salaries and wages, but are nevertheless living below the poverty line.

SACOSS’ research has revealed unique characteristics and needs for waged poor households – those who are mainly receiving income from salaries and wages but are nevertheless living below the poverty line. For example, waged poor households are more likely to be larger in size and in “family formation” life stage, presenting challenges in terms of energy, water, and telecommunication use. In some senses, people in waged poor households are also the “invisible poor” – less likely to seek assistance and falling through the gaps of concessions and support systems.

The COVID-19 pandemic has only magnified the challenges faced by waged poor households, with a sudden reduction of hours and loss of income, leaving many struggling to navigate and access support services. With increased underemployment likely to push a new cohort of households into waged poverty, it is ever more important that governments, the community services sector, and businesses working in the essential services understand and respond to challenges faced by waged poor households.

We have created a program designed to investigate the key drivers of waged poverty, open discussions on how to address these and share in planning a more equitable future for all.
