9.00am - International Keynote Address - Involving consumers in the economic regulation of water UK regulators have found it increasingly helpful to get customer input on what services, investments and standards are appropriate, not just at an overall advisory level to the regulator but on a company-specific basis with, in some cases, the customer groups “negotiating” with the companies. This session will describe the pros and cons of this approach, drawing from the lessons particularly in the regulation of water in Scotland and more recently also England. Included in this consideration will be how consumers might be involved in regulatory decisions on shortfalls or excesses, compared to estimates that were made in setting the control. The new Water Industry Regulatory Order no longer constrains the Essential Services Commission of Victoria to accept water supplier proposals (or limits the Commission’s ability to challenge what has been proposed) and provides the Commission with greater responsibility to form views on what services / investments / standards are appropriate and what levels of efficiency the companies should attain.
